A win occurs if Russia's Central Election Commission issues a public statement and/or an official election report (as covered in allowed public sources) stating that any voting disruption occurred and the cause is attributed to cyberattacks or cyber interference. A loss occurs if no such CEC attribution of voting disruptions to cyberattacks is reported in covered public sources by the resolution date. Outcome is YES if the CEC is reported to have attributed at least one voting disruption during the parliamentary election to cyberattacks by 2026-10-02T18:00:15Z; otherwise NO.
